AB 1557 and AB 1942
For over a decade, electric bicycles have been a critical part of addressing transportation and climate issues. E-bikes increase access to cycling for people who might otherwise not bike. E-motos are not legal electric bicycles but are being falsely advertised and sold as e-bikes and creating growing safety concerns on our streets. We encourage the Legislature to focus on regulating, educating, and enforcing laws against deceptive advertising and illegal use of e-motos on our streets, rather than overregulating safe, legal e-bikes.
We urge your opposition to these bills that limit access to legal electric bikes and do not address e-motos:
AB 1557 (Papan) – Redefines nationwide standards for legal e-bikes that will burden consumers, manufacturers, and retailers and create confusion in the e-bike market and effectively decimate ridership.
AB 1942 (Bauer-Kahan) – Imposes onerous and impractical DMV regulations on e-bike riders, treating bicycles as motor vehicles, that will ultimately restrict the use of e-bikes and create unnecessary state costs.
