We push for changes to the driver’s manual, and more bicycle education classes, so that motorists and people on bikes will understand the rules of the road, and the rights and responsibilities of people riding bicycles. In 2015, we sponsored AB 902, to allow reduced fines for ticketed adult bicyclists who take a bicycle education class. The bill, authored by Assemblymembers Chiu and Bloom, was signed into law in September 2015. The law makes riding bikes more affordable, and will encourage riding by boosting people’s confidence and skills. AB 902 went into effect on January 1, 2016, and it’s now up to our local partners and local advocacy groups to ensure that police departments adopt diversion programs in your city.
Currently, we’re promoting bicycle education by pressing the Department of Motor Vehicles to change the language in the California Driver Handbook about safe sharing of the roadway and double the attention given to the issue in the manual and driving test by December 2016.
